With regard to flying rights,
During 2003â2004, Air Emirates had a capacity entitlement of 10,400 seats per week and was landing at six Indian cities. In 2008â2009, their cities of call increased to 14 and capacity entitlement was increased to 54,200 seats per week. (This despite that Indian carriers were utilizing only 30% of capacity negotiated for them, while the foreign carriers were utilizing 65% of the capacity.)
In FebruaryâMarch 2008, Dubai Civil Aviation Authority (CAA) wrote to engage in bilateral talks for reviewing and enhancing the existing entitlements. Despite the protest of Air India, negotiations were carried and it was decided to increase capacity through [increase] exchange of letters. In the same meeting, Dubai CAA also agreed to âChange of Gaugeâ for Indian Carriers, which meant Indian Carriers could alter the size and frequency of their aircraft to meet traffic requirement. No sooner had the Dubai CAA delegation returned to their country, they expressed their inability to honour the âChange of Gaugeâ for Indian carriers due to âInfrastructure Constraints at Dubai Airportâ and the same would be revisited at a later date. Till 2012, the Indian Carriers did not get permission, while Emirates was further allotted two more ports of call. By 2009, it was 14 ports for Emirates, nothing additional for Air India.
A detailed analysis by CAG revealed that [for] 59% of the 2.3 million inward and 3.9 million outward passengers which Emirates carried [s]were sixth freedom passengers. Business Standard summed it well saying âSixth Freedom chokes Air Indiaâ.
